Last week, Kagame called his closest servants including Defence Minister General James Kabarebe, Inspector General of Police Emmanuel Gasana, etc and asked them to help him elaborate a special plan to eliminate all prisoners before long.
Kagame started showing that doubtlessly the enemy has infiltrated the country and prisons are full of virulent victims of injustice who would join the enemy if the latter releases them. So Kagame said, “It is not good for us to wait until the enemy breaks prisons and free our opponents. We’d better do a deceiving strategy to show the world that we grant amnesty to thousands of prisoners and finally kill each of the prisoner we are going to release. The deaths of those prisoners will serve as incriminating evidence for our police to arrest all our opponents scattered throughout the country and they will be held responsible for the assassinations. That’s how we should sacrifice our perennial prisoners on the altar of our defence motives.”
When Kagame finished to speak, there was thunderous silence in the room. The participants of the meeting wondered what on earth would be the result if such horrible thing happens on the soil of Rwanda. Nobody answered nor commented. Only IGP Emmanuel Gasana said, “We’re going to do it, Sir”.
