Rwanda – Ministry of Education: All teachers and lectures are to seat for English test in August. Those who fail are disqualified from teaching and lecturing until they pass the test. The test will be conducted in a TOEFL (Test of English as a Foreign Language) format.
For those who have taught TOEFL, IELTS, TOEIC or TESOL will know that these short english courses are just elementary language programmes. And those who qualify from such courses, he/she isn’t qualified enough to conduct a well communicative lecture in English, especially in teaching profession.
What the junta government ought to do, it’s to create English development centers that can continuously train, develop, observe and monitor these teachers and lecturers in their English progression until they are proficiently good communicators in English or have excellent command of the language. Rather than subjecting them to silly TOEFL tests.
